Tours include background
on the challenges of providing water to our community,
located in a naturally arid landscape; the importance
of conservation; concepts of water filtration; and
water treatment processes. The 9,800 acre-foot reservoir was
built in 1972-1974 to provide emergency drinking water
and off-season storage. In 1990 the adjacent Westlake
Filtration plant was constructed. |

Tours explain watershed
stewardship, the process of wastewater reclamation,
and water conservation. A laboratory presentation is
included with displays of living microorganisms that
are part of the water reclamation process. Tapia was
built in 1965 to treat 0.5 million gallons per day
of wastewater, and has been expanded in stages to today's
capacity of 16.1 million gallons per day. |

Tours begin at the operations
building with an overview of the process, followed
by a short walking tour to view the compost "in-process" and
the final product. Rancho tours stress the importance
of compatible waste treatment in our environmentally
sensitive area. The Rancho facility
was opened in 1994 to process bio-solids from Tapia
into compost, a beneficial by-product used in landscaping. |

ideas, and how everyone can make a difference by using
water responsibly. |
