LVMWD Establishes Customer Water Budgets in Response to Water Shortages

On Tuesday, April 14th, the Metropolitan Water District Board of Directors, wholesale water supplier to LVMWD, approved allocating water to its member agencies due to the current statewide water shortage conditions.  That same evening, the LVMWD Board of Directors approved moving forward with implementing water budgets to all customers, beginning July 1.  Since the District bills six times a year and each of the 21,000 accounts is billed over a two month billing period not all customers will be required to begin meeting their budget on July 1.  Customer compliance with budgets will begin the billing period following their first bill received between July 1 and August 31.
 
Customers who do not meet their target in any given billing period will pay a charge of $3.00 per billing unit for any water over the allocation (each billing unit equals 748 gallons). This charge will be in addition to the customer's normal water rates and charges for the period. There will be an appeals process, but allocations will only be adjusted for medical needs, licensed care facilities, more than 4 people in a household, live stock and changes in use for business accounts. No additional water will be approved for irrigation purposes. However, recycled water is not proposed to be allocated at this time and therefore recycled water irrigation customers will not be affected.
 
In helping customers to become better informed about this issue we are preparing to reach out to them in several ways. In May, the District will mail notices to all customers informing them of their water allocation. In addition, customer bills will be revised to provide them information on allocations for subsequent billing periods.  Between April 30 and June 11, the District will be inviting customers to a series of community meetings throughout the service area so we may assist them in understanding why we are implementing water allocations and how allocations will affect them.  Meeting times and locations are:
