Effective January 2016

Las Virgenes Municipal Water District has adopted a plan to implement "water budgets" as a tool to respond to water shortages and to meet its required 20% reduction by 2020. The severe California drought currently upon us requires that we surpass the 2020 target to an unprecedented reduction of 36% in a much shorter time period. There is no way to predict how long the drought crisis will last, so we must move forward with a new rate structure that promotes long-term efficient water use and provides an equitable means to reduce use during water shortages.

In times of drought, no one likes the idea of an "across the board" mandatory cutback of 10, 15 or 20 percent.  That method tends to punish those who are efficient water users and does not provide an incentive to reduce wasteful water use that is oftentime unintentional. Read more.

"Budget-Based Water Rates Coming Soon" was published in The Current Flow, Issue 1 - 2015.

In response to the need for greater water-use efficiency and to encourage water use reduction during droughts, LVMWD is developing a "budget-based water rate" billing structure that provides each customer with a personalized water budget designed to meet their specific indoor and outdoor water needs. The new program will replace the District’s existing "fixed tier" rate structure. Read more

LVMWD Board to Conduct Special Workshop on a
“Budget Based Rate Structure” March 13 at 8 a.m.

The Board of Directors of Las Virgenes Municipal Water District (LVMWD) will conduct a special “workshop” meeting to explore a “Budget Based Rate Structure”. The meeting will be held at LVMWD headquarters on Thursday, March 13 from 8 a.m. to noon.

Already in use at some other water agencies, a budget-based water rate structure provides each customer with a “personalized” water budget designed to meet their specific indoor and outdoor water needs. The program takes into consideration the irrigable area of a property, the number of individuals in a household and special needs, such as the presence of horses. Those who are efficient by staying within their seasonally-adjusted budget pay the lowest rates. Customers who are inefficient pay more for the water they use beyond their needs, providing an incentive to do their part in helping to manage the state’s limited water resources. The rate structure rewards efficient water use and helps reduce water waste.

The workshop is being conducted for informational purposes; a decision on whether or not to adopt such a structure will not be made at the meeting. The workshop is open to the public and will also be recorded for later viewing on the LVMWD website for those not able to attend.

Las Virgenes MWD provides potable water, wastewater treatment, recycled water and biosolids composting services to residents of the cities of Agoura Hills, Calabasas, Hidden Hills, Westlake Village and adjacent unincorporated areas of Los Angeles County.
