The board appoints a General Manager and attorney. The General Manager oversees the activities of the district and reports directly to the Board.

John R. Mundy was appointed General Manager of Las Virgenes Municipal Water District in December 2003, after serving as Director of Facilities and Operations for the organization since 1996. He began his career in the municipal water and sanitation services with the Ramona Municipal Water District in 1974. John moved on to other positions serving as the Water Superintendent for the City of Ventura from 1986 to 1991 and as the Utilities Manager with the City of Santa Monica from 1991 to 1995. He has a Master in Public Administration, Bachelor of Business Administration, and Associate of Arts (with emphasis in Water Technology). He has been a Ventura County resident since 1986, living in the city of Ventura with his wife and family. His professional affiliations include the American Water Works Association, Water Environment Federation, American Water Resources Association and the Water Reuse Association of California. John is also a veteran of the United States Army serving from 1970 to 1973.

Wayne K. Lemieux, Attorney, has been with the District since 1972. He is a graduate of the University of California at Los Angeles and has his law degree from Loyola (Los Angeles) Law School. Mr. Lemieux is author of the Handbook for Water Agency Officials and Small Purveyor's Complete Source Book.

Department Heads lead daily activities of the district's three departments, comprising about 120 employees.

David R. Lippman PE Director of Facilities and Operations. David Lippman's career at Las Virgenes Municipal Water District spans nearly 20 years, beginning as an engineering intern, progressing through various engineering and construction management positions to Principal Engineer. He served as the district's Facilities Manager for six years, becoming Director of Facilities and Operations in 2004. Mr. Lippman is a Registered Professional Engineer, holds a Grade 5 Water Distribution Operator license, has a Bachelor's degree in Engineering from California State University, Northridge and a Masters Degree in Public Administration from California Lutheran University. He Chairs the Water Distribution Division of the American Water Works Association's Cal-Nevada Section and is a member of the American Society of Civil Engineering and the American Water Works Research Foundation.

Jimmie Cho, Director of Resource Conservation and Public Outreach joined the Las Virgenes Municipal Water District management team in March 2008.  He began his career in 1988 as a water quality Project Engineer for the County Sanitation Districts of Los Angeles County. In 1990 Jimmie moved to Southern California Gas Company and held diverse leadership positions in customer service, environmental engineering, corporate public relations, field operations, project management, and distribution engineering. Prior to joining Las Virgenes Jimmie served as the Director of Safety & Emergency Services for Sempra Energy Utilities. His current responsibilities include direction of the District’s customer service, education, conservation and environmental stewardship functions.

Mr. Cho has a master’s in Civil Engineering from Stanford University and a bachelor’s in Geology from Brown University.  He has served the community as a board member of the Child & Family Guidance Center, a mental health services organization for families in the San Fernando and Antelope Valleys.

Sandra Schmidt, Director of Finance and Administration, has worked in government finance, auditing and accounting since 1974. She has a BS in Accounting from San Diego State University and an MBA from California State University in Sacramento. Ms. Schmidt has also been a chapter chairperson for the California Society of Municipal Finance Officers, President of California Women in Government, and board member in the Rotary Club.
